Why Visual Safety Compliance Is Under More Scrutiny in 2026

OSHA’s enforcement agenda for 2026 puts manufacturing, warehousing, and utilities squarely in the crosshairs. Increased inspection frequency in high-hazard sectors means your facility is more likely to receive a visit — and the first things inspectors assess are the condition and clarity of your safety signage.

According to the National Safety Council, faded or damaged signs are among the most common deficiencies identified during facility audits. That’s not just a cosmetic problem. Under OSHA’s General Duty Clause, employers are required to provide a working environment free from recognized hazards — and illegible, outdated, or missing labels are a recognized hazard. 1. Safety Signs and Warning Labels (29 CFR 1910.145)

OSHA’s standard 1910.145 governs the design and use of accident prevention signs and tags in general industry. The requirements are specific: signal words, color codes, and placement must conform to established criteria, and ANSI Z535 provides the formatting framework that facilities are expected to follow.

Check for:

  • Danger signs (red header, white text) used only for immediate life-threatening hazards
  • Warning signs (orange header) used for hazards that could cause death or serious injury
  • Caution signs (yellow header) used for lesser hazards or unsafe practices
  • Notice signs (blue header) used for informational content with no direct injury risk
  • All signs legible at a safe observation distance (ANSI guidelines: letter height in inches = viewing distance in feet × 0.07)
  • No faded, torn, peeling, or obscured signs anywhere on the production floor, in storage areas, or at entry points

Common failure points: Signs printed on standard paper or low-grade adhesive stock that have degraded in heat, humidity, or chemical exposure. OSHA requires that signage remain legible under expected environmental conditions. In areas exposed to chemicals, water, UV radiation, or extreme temperatures, facilities should use high-durability materials such as laminated vinyl label tape or equivalent substrates.

2. Pipe Marking (OSHA 1910.261 / ASME A13.1-2023)

OSHA does not maintain its own pipe marking standard — it defers to ASME A13.1, the most widely recognized framework for identifying pipe contents in industrial environments. Under 29 CFR 1910.6, standards incorporated from recognized bodies like ANSI and ASME carry the same weight as OSHA’s own regulations.

The ASME A13.1 standard was most recently updated in 2023 to align with GHS and provide greater clarity on color-coding, label sizing, and placement requirements.

Check for:

  • Labels on all above-ground piping systems that convey hazardous materials
  • Correct color coding: yellow for flammable/oxidizing materials, red for fire-quenching materials, orange for toxic/corrosive contents, green for water, brown for combustible materials, blue for user-defined contents
  • Flow direction arrows present on all marked pipes
  • Markers placed adjacent to all valves and flanges, at both sides of wall or floor penetrations, at direction changes, and at minimum every 25–50 feet on straight runs
  • Label size scaled to pipe diameter — letter height and color field length must allow 360-degree legibility from standard floor-level approach distances
  • No faded, peeling, or illegible pipe markers anywhere in the facility

Why this matters: Investigations following industrial incidents often reveal that emergency responders lost critical time because they couldn’t confirm what a line carried or whether it was under pressure. 3. Arc Flash Labels (NEC 2026 / NFPA 70E 2024)

This is the most significant new visual compliance requirement for plant managers in 2026. The 2026 edition of the National Electrical Code (NEC Section 110.16) removes the previous 1,000-amp threshold that limited mandatory arc flash labeling. Under NEC 2026, permanent arc flash labels are now required on all service equipment and feeders, not just high-amperage systems.

At the same time, OSHA released its first major arc flash safety update in over two decades in November 2024, coinciding with the 2024 NFPA 70E edition. Both now require proactive risk assessments, documented PPE selection rationale, and updated approach boundaries for every energized work task above 50 volts.

Check for:

  • Arc flash labels on all electrical equipment likely to require examination, servicing, or maintenance while energized (NFPA 70E §130.5(H))
  • Labels containing: incident energy level or PPE category, arc flash boundary, nominal voltage, and arc flash study date
  • Labels that are clearly visible, legible, and durable enough for the environment
  • Arc flash risk assessments reviewed within the last five years — or after any major system modification, whichever is more recent
  • Labels updated to reflect any changes in available fault current or protective device settings

Why this matters: OSHA estimates that five to ten arc flash explosions occur daily in the United States. In 2023 alone, 147 electrical fatalities were reported nationally. 4. Hazardous Chemical Labels (GHS / HazCom — 29 CFR 1910.1200)

OSHA’s Hazard Communication Standard (HazCom) requires GHS-compliant labels on all hazardous chemicals in the workplace. Check for:

  • Product identifier (chemical name or code)
  • Supplier contact information
  • Signal word (Danger or Warning)
  • Hazard statement(s) appropriate to the substance
  • Precautionary statement(s) covering prevention, response, storage, and disposal
  • GHS pictogram(s) matching the classified hazards
  • Labels on all containers, including secondary containers and process piping for hazardous materials

Common failure points: Labels printed before GHS Revision 7 alignment that use outdated pictograms or omit updated hazard classifications. Also, secondary containers and portable tanks that lack any labeling at all.

5. Safety Color Coding on Equipment and Floors (29 CFR 1910.144)

OSHA Standard 1910.144 defines safety color requirements for physical hazards across the facility, not just chemicals and pipes. These color assignments apply to equipment markings, floor tape, and physical hazard warnings.

Check for:

  • Red used for fire protection equipment, emergency stop buttons, and danger identification
  • Yellow used for physical hazard marking — trip hazards, stumbling points, aisle edges, and floor hazard zones
  • Green used for safety equipment locations, first-aid stations, and evacuation routes
  • Blue used for informational signage and PPE requirements

  • Aisle markings, forklift lanes, and pedestrian walkways clearly delineated

Common failure points: Floor tape that has lifted at the edges or faded in high-traffic zones. This is one of the first things OSHA inspectors observe during a walkthrough and one of the easiest issues to correct before an inspection.

6. Label Material Durability and Legibility

A label that exists but can’t be read is treated as a missing label during an OSHA inspection. For this reason, the material you print on matters as much as the information you print.

In industrial environments, signage is routinely exposed to chemicals, moisture, heat, abrasion, UV exposure, and cleaning solvents. Standard paper labels or low-grade adhesive stock will not hold up and the resulting degradation can put your entire compliance program at risk on the day an inspector walks through the door.

Check for:

7. Completeness Audit — Missing Labels

The final item on the checklist is the most fundamental: are there areas in your facility with no labels at all?

Common blind spots include:

  • Secondary storage areas and overflow zones
  • Maintenance areas and equipment rooms
  • Utility spaces (compressed air, nitrogen, CO2 lines)
  • Recently installed or modified equipment that hasn’t been labeled yet
  • Control panels added or relocated during facility upgrades

Walking the full facility footprint — not just the main production floor — is the only way to catch these gaps before an inspector does.
